Montana Homeland Security Strategic Plan

The Montana Homeland Security Strategic Plan 2026–2028 outlines how the State will strengthen security and resilience against crime, terrorism, cyber incidents, and other major hazards that can impact Montana communities. It sets shared priorities for preventing attacks, protecting people and critical infrastructure, and improving the ability of agencies to respond to and recover from emergencies.

This plan provides a high-level framework to guide decisions about policy, funding, training, equipment, and partnerships across state agencies, local and tribal governments, the private sector, and the public. It focuses on five primary goals:

  • Bolstering law enforcement and investigative capabilities
  • Improving cybersecurity
  • Enhancing interoperable communications
  • Supporting continuity of essential services
  • Reducing risk to communities and critical infrastructure statewide

For elected officials and local emergency managers, the plan serves as a roadmap for aligning local planning, grant investments, and capability-building with statewide homeland security objectives. For the public, it underscores that everyone has a role in preparedness and reporting suspicious activity, and it commits Montana Disaster and Emergency Services and partners to ongoing collaboration to keep Montana secure and resilient.
