Nonprofit Security Grant Program (NSGP)

The Nonprofit Security Grant Program provides funding support for physical security enhancements and other security activities to nonprofit organizations that are high risk of a terrorist attack. The NSGP plays an important role in the implementation of the National Preparedness System by supporting the development and sustainment of core capabilities. The NSGP objectives are to support efforts that:

  • Build and sustain core capabilities
  • Strengthen governance integration between private nonprofit entities and Federal, state, and local governments
  • Encourage a whole community approach to security and emergency management

The following are required documents that must be submitted with the AmpliFund application:

  • Mission statement for the nonprofit organization.
  • Vulnerability assessment specific to the location/facility being applied for.
  • Investment Justification (IJ) which includes sections on the nonprofit organization’s risks, vulnerabilities, and the proposed projects that are intended to address or mitigate the identified risks and vulnerabilities. Proposed projects must be for the locations that the nonprofit occupies at the time of application.

Sub-applicants with multiple sites may apply for up to $150,000 per site, for no more than three sites, for a maximum of $450,000 per applicant. Each unique site must have its own Investment Justification (IJ), vulnerability/risk assessment, and application submitted within AmpliFund.

At the time this NSGP application opened, the FY 2024 IJ template had not yet been released by FEMA. Applicants are encouraged to use the FY 2023 IJ template provided as a reference. MT DES will provide the FY 2024 IJ template once FEMA has released the document. When you submit a project application the updated FY 2024 IJ template must be used
