Current Situation Report Emergency Management Forum 2023
Montana Disaster & Emergency Services (MT DES) is the lead agency coordinating comprehensive emergency management in Montana. In collaboration with local and tribal governments we build, sustain, and improve our ability to prepare for, protect against, respond to, recover from, and mitigate hazards.
MT DES is organizationally situated within the Montana Department of Military Affairs. The Federal Emergency Management Agency (FEMA) of the Department of Homeland Security (DHS) provides guidance and grant oversight.
We recognize that comprehensive emergency management requires strong partnerships with public, private, and non-profit partners, as well as with individual citizens. Engaging the whole-community results in robust planning intended to minimize the impact to our populations affected by disasters.
Division Administrator, Delila Bruno

Delila Bruno is the Administrator of the Disaster and Emergency Services Division (DES) for the state of Montana. She began her career at DES in 2015. During her time at DES, the state has faced multiple disasters ranging from the COVID-19 pandemic, severe storms, tornados, flooding, drought, and wildfires. She is an avid supporter of comprehensive emergency management with an emphasis on disaster mitigation.
She previously managed the Public Health Emergency Preparedness (PHEP) program at the Department of Public Health and Human Services. Delila was also responsible for supervising the Hospital Preparedness Program (HPP).
Delila has served on several committees including serving as chair of the Emergency Management Assistance Compact Committee for the National Emergency Management Association (NEMA), co-chair of the Disaster Resiliency Committee for NEMA, co-chair of the Montana State Emergency Response Commission, and numerous membership positions on a wide variety of emergency management related committees. She was awarded the Governor’s Award for Excellence in 2009.
Delila is from Libby, Montana and received a bachelor’s degree in Political Science from Montana State University in Bozeman in 2001 where she also received a military commission. She served four years as a Signal Corps Officer in the United States Army stationed at Schofield Barracks, Hawaii. She completed one tour in Afghanistan in support of Operation Enduring Freedom from 2004-2005.
